When I think about our Cook County property tax assessment process, I think about a line frequently asserted by our former alderman, Joe Moore, reflecting on his key take away from his 28 years in office.
 
"There are two things that voters don't like," Joe says. "The way things are, and change!"
 
Clearly, many of us were concerned about various aspects of the previous tax assessment process: a system that lacked transparency, from an office that relied on patronage, and an Assessor urging us to rely on a vigorous appeal process, but at the cost of many of us bearing large legal fees.
 
Yet, under our new Assessor Fritz Kaegi, we have a system based on openness and an elected official's commitment to "getting it right" - yet we see substantial increase in assessed valuations with the possibility of dramatic corresponding tax increases (or maybe not, according to a Cushman & Wakefield study, and us seeing north side  multifamily industry picking up a greater proportion of the overall tax burden.
 
At our February 25th meeting, we will hear from a key participant in the property tax assessment process - Cook County Board of Appeals Commissioner, Dan Patlak, who has served in this capacity since 2010.
 
We met Dan at last month's Trends meeting where he served as a panelist - this time we hear him speak about the important role of the Board of Appeals as a potential check on the decisions made by the Assessor's office. Of course, the composition of the three member Board of Appeals is of great importance.
 
We are thrilled that one of our newer Associate Members, Andrea Raila, a real estate tax consultant and owner of a public policy relations & research firm headquartered in Chicago, and herself a candidate for Assessor in the last election, will provide us with important background on these important and impactful issues.
